(5) Five  Divisions

 

The Administrative Division includes two (2) staff members; the Director of Parks and Recreation and the Administrative Assistant Director.  The responsibilities of the Department’s administrator, the Director of Parks and Recreation, is total oversight of all Departmental operations including; to plan, schedule, budget, execute, monitor, coordinate, and evaluate the Department’s five (5) Divisions (Administration, Parks Maintenance, Recreation, Hunting & Fishing, and the new Aquatics Division) in the most efficient and cost-effective manner that meets public needs and demands for the Sapulpa Community parks and recreation services, facilities and programs.  Administration formulates Policies and Procedures for Departmental staff, facilities, and programs and responds to citizens concerning all Department matters.  The Director provides for the ongoing training and development of all Department staff members.  Responsibilities include the performance of all necessary record-keeping tasks and schedules that may be essential to the operations of the Parks & Recreation Department such as public relations and presentations.  The Director of Parks and Recreation works closely with the Sapulpa Parks and Recreation Board, the Sapulpa Park Friends Foundation, the Sapulpa Aquatics and other committees.

 

The Administrative Assistant Director also coordinates and oversees the activities of the Sapulpa Senior Citizen’s Community Center at 515 E. Dewey.  This position works closely with the Sapulpa Senior Citizen’s Advisory Board.

 

The administrative staff leads and coordinates all Departmental  Marketing and Special Events efforts working closely with all Departmental Divisions to plan, promote, and coordinate the Department’s efforts to “get the word out” concerning the endless benefits of Sapulpa Parks and Recreation Department services in general, and the positive effects that the Department’s activities and facilities have on the “quality of life” of the individual as well as the improved “livability” of the Sapulpa Community.

 

The Parks, Buildings, and Grounds Maintenance Division consists of four (4) full-time operator positions, and two (2) seasonal park laborer positions utilized during the “growing” season.

 

The Hunting and Fishing Divisionconsists of the part-time Park Ranger is also the Parks Foreman, who if work loads and scheduling allow, patrols and enforces rules, regulations, and ordinances, with the issuance of citations for violations within the City’s Parks and Recreation System.

 

A Lake Caretaker, employed via a contractual labor agreement, provides operational oversight of the Lake Sahoma Bait and Concessions Store.  The Parks Foreman is responsible for communicating the needs of the Department and for coordinating efforts with necessary entities such as; Sapulpa Police Department, Oklahoma Department of Wildlife Conservation, Game Rangers, Animal Nuisance Control, etc.  This effort aides in the overall effectiveness of the Park Department’s Lake management  efforts in our City’s Lake Sahoma and Pretty Water Lake recreation areas.

 

The Division is comprised of Lake Sahoma (340 surface acres) and Pretty Water Lake (18 surface acres), which meet public City, County, and Regional needs by providing fishing, boating, hunting, and camping opportunities in clean, safe, lake park areas.

 

The Department implemented a general Security Plan for the City parks and recreation system with assistance and guidance from the Sapulpa Police Department per monthly face-to-face meetings held with Police Staff, Parks Staff, and a Park Board representative.  The two special Police liaison officers assist the Parks Department by providing  a direct line of communication in assisting the Department on all matters relating to the safety of the public served as well as for the security of all of the City facilities managed and operated by the Department.

 

The Recreation Division consists of three (3) staff members; one full-time Recreation Supervisor, one permanent part-time Recreation Leader, and one seasonal Recreation Aide.  This staff operates all recreation activities as well as the City’s Booker T. Washington Recreation Center.

 

The Aquatics Division has a separate stand-alone budget Fund # 36-536, which accounts for all revenues and expenses as required for the operation of the new City Aquatics facility located at Liberty Park.  This Division encompasses the new Sapulpa Aquatics Center with all of its generating revenues including admissions, concessions sales, facility rentals, etc. as well as accounting for all expenditures of staffing, materials, supplies, maintenance, contracts, etc. within the fund itself. Staffing level consists of twenty (28) staff members: 1 Aquatics Supervisor, 1 Assistant Pool Manager, 20 lifeguards, and 6 clerk positions.
